In any coup or large operation there are always winners and losers.The old director-general was put on French training which is the equivalent to purgatory at his level.The Assistant Deputy was not seen around much.Once the director-general was put on French he used to come back to see what was going on.He wanted back.But the new (acting) director-general saw that the deputies at Treasury Board and Finance were pleased with her.She told me to look at the other companies.The Dept. of Communications was responsible for - B.C.Tel,C.N.(Nfld.) and C.N.(Northwest Territories).C.N. Nfld.is now part of Newfoundland Telephone and B.C.Tel is now part of Telus.I looked at B.C.Tel first and it was the same.The new model fit it perfectly also.There were slight improvements on the other two smaller companies but the old model could be used here;their revenues were much smaller.Once she took this to the deputies the old director-general was effectively gone.Soon after the new acting assistant deputy was made assistant deputy.
The other benefit arose from the model itself.The model I used was like a 1954 Thunderbird(car).It was beautiful but hadn't been ridden for awhile.When I started looking for a new model I went to the National Library and the Communications library.I saw nothing.Then I went to the small library in the branch and saw this old study that had a nice model. I tried it and it didn't work at all.Then like with a Thunderbird I tried new spark plugs and then a new fuel pump It still didn't work and then I tried a new carburetor and it worked amazingly well.I tested it and tested it and the error rate was phenomenonly low.This study had been done ,surprisingly enough,by the present Secretary of the Treasury Board(the deputy).Apparently he had given up on this model and thought it was garbage;it only needed a few new parts.When he saw this he later decided to put out a new publication using this model.He told me that I could come over to the department of Finance any time I wanted and have coffee with his assistant deputy and talk over projects . I did so for about three months(six visits) and then I had worn out my welcome so I stopped.
