the deputy steps down(part1)

It may not be clear to many people how the deputy minister's secretary at the Dept. of Agriculture(my last posting) could have told me that I was going to be appointed assistant deputy minister and then even director-general.After all I was only working at a Chief level.Before I was appointed to my position at Agriculture I was working as a clerk at Transport.Before that I was working as a senior economic analyst at C.R.T.C .
It was true that the Public Service Commission had sent me on courses and helped me upgrade my French but that was along way from giving me a letter saying that I was on the senior management fast tracking system.Indications but no proof.That story is very hard to believe.And I can add to it that at Agriculture the deputy was only an acting deputy;he was in fact only an assistant deputy minister and acting as a deputy.How could he possibly appoint me as an assistant deputy when he was an assistant deputy.The fact is that he wasn't going to-

the P.S.C was going to.However the set up at Agriculture was not going to allow it.
