I was on C.A.P.
When I was in the dept. of Communications my director-general told me that both Bob Rabinovitz and I were on C.A.P.(career assignment program).In effect,you are working for the Public Service Commission and assigned to the departments.I left the department of Communications and took a lateral transfer to C.R.T.C.So I got no pay increase and in fact I wasn't doing much either.The Assistant Deputy tried to fire me and couldn't because my performance evaluations were so good.So he closed down my branch and I had to take a job as a clerk for awhile .The Public Service Commission took care of me here.A lady from Industry Canada told me that I was winning competeitions but that A.D.M was calling the departments and spoiling it.She told me to change my personal references and I would get the next competition.She was right;Idid.My salary was frozen when I went to C.R.T.C and when I worked as a clerk (at the Dept. of Transport).However on my next competition for the Dept. of Agriculture I got a $6000 pay bump.Before I went over to Agriculture the Public Service Commision called me and told me to upgrade my French level.I would need it for any future promotions.In fact, I needed it for Agriculture and was ready for it.A $6000 bump was extraordinary as most pay increments were $1500 to $2000.This meant that I was getting three or four pay increases.I was catching up to Bob now.In my fifth month I got another $2000 increase and was told that I would get another increase at the end of the year.This would put me at the bottom of the Senior Management pay level.I would be close to Bob then .But the Dept. of Agriculture fired me mistakingly for another guy's report.They evaluated his report not mine.But the Public Service Commission has to watch" their guys" as the departments don't like C.A.P. guys that parachute in.However the P.S.C did not save me although there was talk of promoting me to assistant deputy the department did not do it.I took my dismissal to the Public Service Commission knowing what the department of Agriculture had done to me and the P.S.C said they could do nothing!
