Although I had moved over to the department of Agriculture where I had a good record from summer employment and had a $6000 salary bump to go with it the P.S.C(my real employer) had shown little physical presence.The only exception was perhaps that the deputy had two secretaries and one spent half of her day in my director's office.This was unusual but was it helpful?I was originally given a year to improve a report that had to go to the deputy minister on the output and productivity of crops by each province.They told me that I should only need ten months probably.
I had seen the original report and it needed a complete overhaul.But in order to do that I needed a new database.I got permission to use clerical staff to do overtime to set up a computerized database and the director -general approved it.I spent a lot of time improving and adding to it.When I left, the director -general and the department had a pretty good computer database done by province.The report originally was to go to the deputy minister but it was clear(after three months) that if he liked it that it would be presented to the Sub -Committee on Agriculture(a parliamentary sub-committee).In fact, a report was presented to the sub- committee but it was not clear who did it at first.
In the tenth month I was given a performance interview by my director and he said my work was inadequate.I told him that my director -general said if you did this he would override it because he knows that you were upset by all the changes I made.However the director-general was on a trip and gone for a month.So I made a grievance and then went to the union who got a hearing before the Public Service Commission.The P.S.C did not overturn this unfair decision;they were satisfied.
Three months after I was released by the dept.of Agriculture I went back and spoke to the deputy's secretary to see the final report that went to the sub-committee so I could see my mistakes.She searched for a half -hour or so and then brought the report.I thanked her and left and when I saw the final report it was my report without a word changed.
